A safe learning environment is one in which every student is provided with the opportunity to develop emotionally, academically, and physically in a supportive atmosphere free of intimidation, abuse, and disruption. The Public Schools of Northborough and Southborough are committed to providing all students with a safe, inclusive, and respectful learning environment.

We encourage students, families, staff, and community members to report concerns related to student well-being, safety, behavior, harassment, bullying, or any situation that may interfere with a student’s ability to learn or feel safe at school. Reporting concerns is an important part of our comprehensive efforts to promote learning and to prevent and address harmful or disruptive behaviors.

If a situation involves immediate danger or a life-threatening emergency, please call 911.

  • A concern may include any situation that impacts a student’s safety, well-being, behavior, relationships, or ability to learn. Concerns may involve, but are not limited to, bullying, harassment, intimidation, discrimination, peer conflict, threats, social or emotional distress, or other behaviors that may interfere with a safe and supportive learning environment.

    If something does not feel right, we encourage you to report it so that school staff can review the situation and provide appropriate support.

  • Under Massachusetts law, bullying is defined as:  

    Bullying is aggressive behavior that is intended to physically or emotionally harm another person. Bullying differs from normal conflict in that:

    1. It is deliberate and targeted
    2. It involves an imbalance of physical or psychological power
    3. It is repetitive.

    Bullying behavior is deliberate, which means the harm inflicted on one person by another individual is done on purpose. There is also a perceived imbalance of power between the individuals involved. This difference in power may exist because one feels bigger, older, more popular, smarter, or better than another in some way. Because of this difference in power, it is difficult for the person being bullied to stand up for themselves, which may result in a repeat of the aggressive behavior.

    A single incident may be serious and require intervention, but may not meet the legal definition of bullying. In those cases, schools will still respond with appropriate support, education, and, when necessary, disciplinary action.

    The Department of Teaching & Learning supports the district Bullying Prevention and Intervention Plan by establishing and implementing research-based anti-bullying curricula at each level, and by providing anti-bullying training to staff each year.

    The curricula and lessons used at each level include:

    • Grades K-8: Second Step Bullying Prevention Module
    • Grades 6-12: CyberBullying prevention lessons
    • High School: GoodHeart-Wilcox Comprehensive Health Skills for High School

How to Report A Concern

The Public Schools of Northborough and Southborough encourage students, parents/guardians, staff, and community members to report concerns so that schools can respond promptly and appropriately. Concerns may be shared in the following ways:


 

Students and families are always encouraged to contact their child’s teacher, school counselor, assistant principal, or principal to share concerns, including concerns related to bullying, peer conflict, social or emotional difficulties, behavior, or academic issues.

Early communication allows schools to respond quickly, gather information, and provide appropriate support or intervention.

If you are unsure who to contact, please reach out to your school’s main office for assistance.  Contact information for each school is provided below.

If you believe a situation may involve bullying or cyberbullying, you may complete the Bullying Incident Reporting Form. Reports may be submitted by students, parents/guardians, staff, or others, and may be submitted anonymously.

Families and students are also always encouraged to contact their school directly to report bullying or cyberbullying. School administrators and staff are available to listen, gather information, and respond promptly.  The form is here as an additional way that you may report.

To accomplish this, we believe this must involve community-wide programs and initiatives involving parents, teachers, administrators, local law enforcement, mental health & wellness professionals, and elected officials to take meaningful action to protect our students.

Additional Information

  • All reports are taken seriously and are reviewed promptly by the appropriate school administrator. The school may gather additional information, speak with involved individuals, and determine what interventions, supports, or disciplinary actions are necessary.

    The principal may implement immediate safety measures when needed and will take steps to protect the safety of students while the matter is being reviewed. Retaliation against anyone who reports a concern or participates in an investigation is strictly prohibited.

  • The district will maintain confidentiality to the extent practicable and consistent with the obligation to investigate and respond to reports. Information is shared only with those who need to know in order to respond appropriately. All actions are taken in accordance with state and federal student privacy laws.

  • This reporting tool is not monitored 24 hours a day, 7 days a week and is not intended for emergency situations. If there is an immediate threat to safety or a life-threatening emergency, call 911 immediately.

    For urgent concerns at any time, the district’s Say Something anonymous reporting system is monitored 24/7 by trained professionals.
