Dear Parent(s) and Guardian(s),

I want to provide a Fiscal Year 2027 (FY27) overview of each of the budgets and where they are in the process:

PreK-8 Northborough
School Committee Approved Budget: 2/4/26
Summary:
The FY27 School Committee Approved Budget for Northborough PreK-8 is $32,076,841, representing a $2.09M (6.96%) increase over FY26. The budget maintains class sizes, student programming, and core staffing while absorbing significant cost pressures driven primarily by special education transportation, out-of-district tuition, collaborative tuition, and salaries, which account for nearly 58% of the total increase. To reach this recommendation, the District reduced over $2.0M from earlier budget drafts, including 7.4 FTE reductions and line-item cuts to supplies, curriculum resources, technology, and transportation. The budget prioritizes support for math and science curricula, educator leadership, equity initiatives, student wellness, and building safety, while balancing fiscal responsibility amid volatile Circuit Breaker reimbursements and rising mandated costs.

PreK-8 Southborough
Revised Recommended Budget - School Committee will Vote on 2/11/26
Summary:
As we plan for the 2026-2027 school year, the District and School Committee remain focused on protecting strong schools, supporting students, and managing rising costs responsibly. The School Committee will deliberate and vote on the Southborough Revised Recommended FY27 budget on February 11, 2026. The proposed $26.1 million budget represents a 3.99% increase and maintains level services, including stable class sizes, continued student programming, and strong staffing. The increase is driven primarily by rising costs outside local control, such as specialized student services, contractual salary obligations, and substitute staffing, while ensuring student needs and state requirements are met. The District made careful adjustments, including expense reductions and use of state reimbursements, to keep the increase as low as possible, and some planned positions are not included to remain within financial limits. Overall, the FY27 budget continues to support strong academics, student well-being and safety, equitable opportunities, and responsible financial stewardship. Thank you for your continued support, and please stay engaged as we move toward Town Meeting.

Northborough-Southborough Regional School District
Revised Preliminary Budget Presented 1/25/26 - A Recommended Budget will be presented on 2/25/26
Summary:
The FY27 Revised Preliminary Budget totals $32,356,918, representing an 8.98% increase over the FY26 appropriated budget of $29,690,194. The budget maintains level services, emphasizing class sizes, student experiences, and high-quality staffing, consistent with prior years’ priorities. Major budget drivers include special education transportation, out-of-district tuition, collaborative tuition, health insurance, and salaries. Four special education and health insurance line items alone account for 47.69% of the total FY27 increase. The budget has undergone multiple rounds of reductions, moving from an initial request increase of 12.79% in October to 10.35% in December to the current 8.98% in January. A Recommended Budget will be presented to the Regional School Committee at its February 25, 2026, meeting.

Respectfully,
Gregory L. Martineau
Superintendent of Schools
